ROYERSFORD, Abril 22, 2022: State Sen. Katie Muth (D-Chester/Montgomery/Berks) today announced that two projects in Senate District 44 have received $3.1 million in funding from the Redevelopment Assistance Capital Program (RACP).

Resources for Human Development received a $2.5 million RACP grant for the construction of a new facility to house the Coordinated Homeless Outreach Center (CHOC) homeless shelter in Montgomery County; and Great Valley Community Organization received a $600,000 RACP grant for for the Great Valley Community Center in East Whiteland Township, Chester County.

“State investments in human services and in family resources and recreation in our communities are the best way to invest the public’s dollars,” Muth said. “These two projects address some of the varying needs of our communities.” 

Resources for Human Development will use the $2.5 million grant to construct a much-needed new facility in Montgomery County that will feature more individualized living spaces as opposed to the large, shared sleeping areas at their current Norristown location. CHOC is Montgomery County’s only year-round, 24/7 shelter for single adults experiencing houselessness, and serves about 50 people at a time, from every corner of the county, for an average of 60 to 90 days each. CHOC helps people transition into long-term housing and provides a range of services such as drug and alcohol counseling, connects people to outside community resources, and assists in small yet important tasks such as getting a driver’s license.

“Affordable housing, housing scarcity and houselessness are real problems in all 67 counties across the Commonwealth and legislation that could address PA’s housing crisis and the systemic issues causing financial insecurity and inequity remain stuck in committee, waiting to be brought up for a vote by the Majority parties in both the House and Senate in Harrisburg,” Muth added. “We need more facilities like CHOC that provide housing and transition services for the unmet needs of many residents and affordable housing so that all Pennsylvanians can live with dignity.”

Great Valley Community Organization (GVCO) plans to use the $600,000 RACP grant to complete the first phase of their project to create a Great Valley Community Center in East Whiteland Township. Once completed, the GVCO Community Center will have multiple courts, an outdoor field, a cafe, an elevated track and work out area, as well as multi-purpose rooms for other community programming, activities, and events. The initial phase funded by the RACP grant includes the development of necessary stormwater control measures; demolition and clearing of the building pad; installation of an entrance, cart way and essential parking; and necessary grading, utilities installation, and landscaping.

“I am grateful that we were able to deliver this state investment to ensure that the GVCO Center project can begin to move forward and that GVCO can continue to expand on the great recreation, sports, education, and arts programs they offer to residents of all ages,” Muth said.
