ROYERSFORD, June 16, 2025 – State Senator Katie Muth (D-Chester/Montgomery/Berks) today announced that several affordable housing and homelessness prevention projects across Senate District 44 received over $5.4 million in funding through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) fund.

“The lack of affordable housing across the Commonwealth – and right here in SD44 – combined with low-income and stagnant wages has pushed many Pennsylvanians to the brink of homelessness,” Muth said. “This over $5.4 million funding for affordable housing and homelessness prevention projects will improve critical supports for individuals and families, help ensure housing stability, and fund urgent repairs to keep people housed and safe.  While I’m grateful that this funding will help many deserving people, I will continue to fight for systemic changes that eliminate poverty, eliminate corporate greed, and ensure wage equity and also for other meaningful initiatives that will improve the lives of all Pennsylvanians.”

The Pennsylvania Housing Finance Agency approved over $73 million in funding for 387 housing and community development initiatives through the PHARE fund at a meeting last week.

Here is a list of projects and initiatives that received funding across Senate District 44:

Berks County

  • The Berks Coalition to End Homelessness received $350,000 for a housing stability initiative that will provide landlord incentives and utility assistance to prevent eviction and homelessness.
  • Berks Community Action Program received $300,000 to provide rental assistance, utility assistance, mortgage assistance and financial empowerment classes through the FAIR – Families and Individuals Rise service.
  • The Berks County Nonprofit Development Corporation received $200,000 for programming to ensure housing stability and prevent eviction.
  • Neighborhood Housing Services of Greater Berks received $90,000 to support low-income homebuyers.

Chester County

  • Housing Partnership of Chester County received $400,000 to provide no-cost grants to address housing issues faced by low-income seniors.
  • Chester County Department of Community Development received $250,000 for their Diversionary Enhancement and Street Outreach Operations that assist those experiencing a housing crisis in Chester County.
  • Friends Association for Care & Protection of Children received $250,000 to provide legal representation, tenant education, landlord negotiation, limited rental assistance, and short-term case management services to low-income households.
  • Housing Authority of Chester County received $250,000 for the Recruitment, Recovery, and Retention Program
  • Brandywine Valley Active Aging received $150,000 to maintain the Community Resource Navigator/Intensive Case Management program that supports individuals who are homeless, housing insecure, or are disaster survivors.
  • Safe Harbor of Chester County received $150,000 to provide temporary shelter, meals, case management, housing placement, and a resident success program through the Pathways to Stability Initiative.
  • Good Samaritan Services received $125,000 to support residents who are facing homelessness and poverty across Chester and Lancaster Counties.
  • Human Needs Network received $100,000 to support housing and behavioral health information and referral services in Chester County.
  • Petra Community Housing received $85,000 for a window replacement project for an elderly housing community in Spring City.
  • PA Home of the Sparrow received $90,000 to provide financial aid and case management services needed to prevent homelessness and keep women and children out of the shelter system.
  • PA Home of the Sparrow also received $80,000 to help Chester County women reenter the community from the criminal justice system by providing intensive case management services and rapid access to apartments.
  • Open Hearth received $75,000 for their Targeted Homelessness Resource Management program to end homelessness in Chester County.
  • Open Hearth also received $75,000 for the Continuum of Care Permanent Support Housing program that provides rental and utility assistance.
  • Housing Partnership of Chester County received $50,00 for their First Time Home Buyer and Financial Counseling program.
  • North Star of Chester County received $50,000 for the Homelessness Prevention and Self-Sufficiency Program for Single Working Parents.
  • Good Neighbors Home Repair received $35,000 to repair homes for low-income homeowners across Chester and Lancaster Counties.

Montgomery County

  • The Montgomery County Office of Housing and Community Development and Your Way Home received $400,000 to fund emergency shelter operations and services for at least 100 eligible households.
  • The Montgomery County Office of Housing and Community Development and Your Way Home also received $400,000 to for a rapid rehousing program that will provide permanent housing subsidies to eligible households.
  • The Montgomery County Office of Housing and Community Development and Your Way Home also received $400,000 to help end or prevent homelessness and to provide emergency street outreach.
  • Montgomery County Housing Authority received $300,000 for a roof replacement project at Golden Age Manor in Royersford.
  • Habitat for Humanity of Montgomery and Delaware Counties received $250,000 for their critical home repair program.
  • Habitat for Humanity of Montgomery and Delaware Counties also received $200,000 for home rehabilitation projects.
  • Family Promise Montco PA received $200,000 to expand its rental assistance program.
  • Access Services received $200,000 to expand their current housing program to provide housing assistance to Category 1 individuals with substance use disorder.

PHARE was established by Act 105 of 2010 (the “PHARE Act”) to provide the mechanism by which certain allocated state or federal funds, as well as funds from other outside sources, would be used to assist with the creation, rehabilitation and support of affordable housing throughout the Commonwealth.
