HARRISBURG − July 17, 2025 − State Sen. Katie Muth (D-Chester/Montgomery/Berks) released the following statement in response to Pennsylvania joining 19 other states in filing a lawsuit challenging the Trump Administration’s unlawful termination of critical programs under the Federal Emergency Management Agency (FEMA).

In April, the Trump Administration announced that it would end the Building Resilient Infrastructure and Communities (BRIC) grant program and diverted over $4 billion of its pre-disaster mitigation funds – including 47 projects  in the Commonwealth of Pennsylvania (part of Pennsylvania’s Enhanced Hazard Mitigation Plan) into the Disaster Relief Fund, eliminating all federal funding for preventative efforts to reduce hazard risks in communities across the state and country.

“As Democratic Chair of the Senate Veterans Affairs & Emergency Preparedness Committee, I have worked closely with the Pennsylvania Emergency Management Agency (PEMA) over the past several years as communities across our Commonwealth were impacted by devastating storms and environmental disasters that used to be classified as once-in-a-generation.  Because of decades of inaction by decision makers on both sides of the aisle to combat the climate change crisis, these extreme weather events are more frequent and more powerful, causing increased damage and harm to Pennsylvanians, property, and critical infrastructure.  As these extreme weather incidents continue to intensify, stormwater management and flood protection and prevention projects have never been more important.  The Trump Administration’s erratic and incomprehensible attack on FEMA is an act of gross negligence and failure of government to protect the public.”

“I am encouraged that the Commonwealth has joined 19 other states in a lawsuit against the Trump Administration to challenge the unlawful termination of the Building Resilient Infrastructure and Communities grant program – but we should never have to sue our own government to use our taxpayer dollars to fund and support life-saving resources like flood control systems, wildfire prevention and stormwater management upgrades. This is just another unconstitutional overreach by the Trump Administration and one that threatens the safety of our residents and the viability of our communities.”
